Decision in one sentence

Activate the verified T104 workflow while keeping Program-wide authority with its existing owners.

Approval makes the guideline and three templates the active forward T104 surfaces. It does not make the Research Proposal a formal subtype, mutate P standards or T102, prove provider independence, or close any receiving-owner work.

TK002 and TK003 each completed three valid cycles. Their final internal Reviewer verdicts were ACCEPT, followed by independent Main Consultant acceptance.

Supersede CHECK000 Decisions 4/5 operationally

Internal Brief; one sanitized exact packet with thin binding; one-shot dispatch; immutable raw custody; declared provider metadata only.

Why this preserves history
The approved CHECK000 proposal remains a closed historical record. Only its forward operational interpretation is superseded by the already-approved and implemented TK001 successor.

Ratify the bounded .txt transport projection

Use it for checksum-bound external bytes under communication/internal/, paired with governed coordination and hashes; migrate on extension.

Authority boundary
This is a T104 construction, not a P-STD-004 amendment and not a new Communication artifact family.

Issue #552 stays terminal cancelled/absorbed. No duplicate Analysis, HTML, CBI, or COMM is needed.

Live carriers
#520 and #538–#542 remain the receiving routes. #534 is a closed routing record. New work requires a new decision boundary, not resurrection by implication.

Preserve Proposal, T102, and P-level authority

Four limitations are visible and independently assessed; none contaminated the final candidate or widened authority.

Transient draft-adoption provenance; intentional inert Canonical Body markers; invalid timeout/non-persistent external capture; historical strict-validator residue (17 errors / 99 warnings). Exact hashes, clean commits, and independent reviews mitigate them.

Record the GDR first; then verify the gate-only delta, merge PR #556, close the parent/board, preserve routes, and run governed cleanup.

Alternatives remain available
Recycle requires a complete remediation/re-entry tuple. Hold records no terminal GDR. Kill maps to REJECT/failed. Supersede requires a successor gate and external boundary-changing event.

Nothing material is hidden below the PASS

Draft-adoption provenance

A transient shared-worktree draft cannot be attributed before Developer adoption; hashes and clean role commits preserve final integrity.

Canonical Body markers

Inert HTML comments intentionally sit inside the external bytes to make the invariant body mechanically testable.

External review capture

The first attempt timed out without merits. The valid Opus/xhigh attempt used no persistent session and returned “No findings.”

Validator baseline

17 errors / 99 warnings are historical or evidence-prefix residue; CHECK001 reproduced no template defect.
